Abstract: An assessment of the state of the art in educational testing and evaluation is presented to identify critical issues and needs in evaluation policy, test design, and quantitative analysis. Topics addressed by test designers include measurement in instruction, measurement of expertise, and measurement and research methodology. Quantitative theory and its applications are discussed; specifically included are analysis of multilevel educational data, standardized test selection, prediction analysis, mastery and achievement tests, and evaluations of Head Start and Title I educational programs. Perspectives on evaluation and testing policy address such concepts as standards and minimum competency. Final commentaries examine test use and traditional testing. (nm).
