This publication in the Economic Paper series examines the accession process for World Trade Organisation (WTO) membership. The study analyses the services sector commitments demanded of new members and concludes these are very onerous in comparison to those made by existing WTO members. It argues that the whole accession process is fundamentally flawed and, in fact, forces applicant countries to accept demands that are not required under WTO agreements.
