The Empress and the Professor

A college professor follows the empress of the world and her chief aide around the world. She wants the professor to help eradicate poverty. They debate what the government should do. Laissez faire? Or some sort of socialism? If so, which? Economics and ethics are involved in a mystery of why there is so much poverty.
